Usage: ON [#|+|-|^|&|@]SEND_PUBLIC [-|^]<parameters> [action]
This is activated whenever you send a message to a channel you
are on.
The parameters for the action are as follows:
$0 Name of the channel to which the message is going
$1- The message itself
