Usage: ON [#|+|-|^|&|@]LEAVE [-|^]<parameters> [action]
This is activated whenever someone leaves a channel you are on.
The parameters for the action are as follows:
$0 nickname of person who left the channel
$1 the channel which which was left
$2 the optional part message
